CSAT, is a third party laboratory headquartered in Shenzhen, China. the primary mission of CSAT is to provide THE BEST SERVICE AT THE LOWEST PRICE. With this goal in mind, CSAT has become one of the largest third part laboratories in China. We currently set up a large laboratory in Shenzhen, and set up many office in Guangzhou, Dongguan, Changsha, Neijiang, all located close to the major consumable products manufacturing bases in China.
 

The sector of Radiocommunications and Telecommunications Terminal Equipment Industries encompasses all products using the radio frequency spectrum (e.g. car door openers, mobile communications equipment like cellular telephones, CB radio, broadcast transmitters, etc.) and all equipment attached to public telecommunications networks (e.g. ADSL modems, telephones, telephone switches). The competitive situation of this industry is relatively good: the R&TTE is one of the few high-tech sectors in which the EU industry has a globally leading position in certain sub-sectors, being particularly competitive in the areas of cellular communications and switching.
  On 9 March 1999, the Council and the European Parliament adopted a Directive, defining new rules for the placing on the market and putting into service of Radio and Telecommunications Terminal Equipment. This R&TTE Directive 1999/5/EC applied in Member States since 2000 and abolished former Directive 98/13/EC and national approval regulations. It is a successful contribution to the single market, based on Article 95 of the Treaty and therefore ensuring free movement of products in the Internal Market through a high level of safety and protection. The Directive does not cover infrastructure equipment, the market for which is harmonised on the basis of the Electromagnetic Compatibility (EMC) Directive 89/336/EEC and the Low Voltage Directive (LVD) 73/23/EEC.
  The scope is promoting the global and sustainable competitiveness of the Radio and Telecommunications Equipment Industries, by taking the necessary actions on the basis of an analysis of the characteristics and challenges of the sector:
   - to ensure safety, protection and free movement of radio and telecommunications equipment in the EU Internal Market through the management, enforcement, simplification and improvement of the relevant legislation - principally the R&TTE Directive;
   - to actively participate in actions to increase access to third country markets, to promote regulatory convergence and to expand the Internal Market geographically, especially in relation to the large trading blocks such as the USA, China, Japan and Russia;
  - to ensure that research and innovation policies reflect the needs of the sector and to intervene in other policies (e.g. trade, competition, environment, health and safety) having an impact on its competitiveness.
  The R&TTE Directive is the main legal tool to regulate the sector in order to ensure that R&TTE is safe and does not disturb radio services or other equipment. In addition to these core objectives, other issues currently being addressed included requirements on functional safety, the potential health effects of mobile telephony, anti-theft requirements for cellular phones and non-regulatory ways to prevent this, interoperability for 3rd generation mobile equipment, and accessibility, in order to ensure that elderly people and people with special needs have access to telecommunications services.

To ensure transportation safety of battery by air and avoid unsafe incidents, CAAC issues “Standard for transport of lithium batteries by air” to various air transport companies, and clearly demands airports to strictly comply with the rules that UN 38.3 lithium battery test must be performed by the laboratory recognized by CAAC in process of accepting lithium batteries, and lithium batteries without qualified testing report of UN38.3 test cannot be accepted.
