ASTM Standard making adopts willing to reach the same agreement system. The Technology Committee responsible for standard system, and drafted by the standard group. It is voted by Technology Branch Committee and Technology Committee, after adopting great majority members’ consensus, and approved by the agreement of great majority of members. Then the standard has been approval and as the formal standard

published. During the making process of the standard, each member whom was interested in the formation and any enthusiastic group have the right to issue opinion.

The Committee will give study and dispose base on the raised opinion in order to absorb all round correct opinion and suggestion.

According to ASTM publication report, in year 1997, ASTM has made 350 new standards, 1698 revised standards, 2681 times develop activity. It can be showed on

these numbers that the activity are frequency and are fruitful. ASTM standards have

15 sections. All kinds of sections have different volume numbers. It is published as
